Job Description:

The Senior Rates Analyst is responsible for supporting the business case for water prices by drafting documents that analyze expenses, capital budgets, water sales, revenues, and California Public Utilities Commission (CPUC) policies necessary for the company to provide high-quality, reliable water service to its customers. This position is located at Customer Support Services (CSS) in San Jose, California.

Job Responsibilities:

  • Develops proposals consistent with ratemaking principles and proposes regulatory policy improvements
  • Researches CPUC decisions and CPUC filings by other companies
  • Prepares other CPUC filings including advice letters and supporting work papers; analyzes results and makes recommendations
  • Understands and can explain how data flows through complex financial models to develop a revenue requirement forecast for all regulated ratemaking districts
  • Communicates adopted ratemaking policies to districts and departments to ensure implementation in operational, customer service, and financial matters
  • Partners closely with the CPUC staff to explain complex financial models in a clear and concise manner
  • Reviews and edits district, department, and consultant testimony for completeness and accuracy
  • Drafts and edits clear and convincing testimony to explain historical spending trends, as well as to support future expense projections
  • Collaborates with departments and districts to gather information for the General Rate Case (GRC) regarding necessary operational expenses
  • Analyzes data and reconciles discrepancies in data trends

Job Requirements:

  • Proficient in the use of Microsoft Office applications
  • Knowledge of basic finance and accounting principle and procedures
  • Knowledge and understanding of the water industry and how a water utility is operated and maintained is desired
  • Knowledge of CPUC regulations, the rate case process, regulatory modeling, and compliance requirements is desired
  • Knowledge of Company policies, procedures and business practices is desired
  • Two years of increasingly responsible experience working as a regulatory or financial analyst in the water or utility industry
  • Valid California Driver License
  • Upon hire, must provide proof of COVID-19 vaccination status
  • Knowledge and ability to use Microsoft Office applications to create presentations, spreadsheets, and word documents
  • Knowledge and understanding of utility accounting and financial concepts is desired
  • Bachelor’s degree in Accounting, Finance, Business, Economics, Engineering or related field and/or equivalent relevant experience
