Job Description:
Under the direction of the Capital Planning Manager, the Capital Planning Technician will support the planning group in developing, technical editing, assembling, and tracking of the company’s capital improvement plans and project justifications for the company’s water infrastructure capital improvement plans for the General Rate Case (GRC).
Job Responsibilities:
- Operates specific hardware such as large format printers and scanners
- Follows Cal Water standard procedures and processes to complete work
- Provides support and training to engineers and district staff in preparing their capital project justifications
- Performs algebraic and geometric or financial calculations
- Under the guidance of the Capital Planning Manager, organizes meeting invitations, and prepares agendas and meeting minutes
- Participates in Continuous Improvement (CI) activities to improve all aspects of the company’s operations
- Follows established processes to edit, format, and compile written responses for capital improvement plans, capital project justifications, data requests, rebuttal responses, and settlement documentation
- Communicates with Cal Water employees from other groups, departments, and districts to collect data, complete requests, and coordinate as necessary
- Reviews and edits written capital project justifications for grammar and formatting based on established guidelines
- Assists in training new technicians and field staff
- Assists in the development of a data and records management system and property documents work and maintains data and records management program for the Capital Planning team
- Basic knowledge of composing and editing processes for capital planning utilizing various software
- Operates an assigned company vehicle for travel to field locations if needed
- Conducts research on existing infrastructure using databases, maps, drawings, photos, and paper files
- Responsible for personal safety at all times
Job Requirements:
- Ability to effectively communicate and maintain cooperative working relationships with those contacted in the course of work, including with management, co-workers and the public
- Knowledge of asset management principles desired
- Proficiency in the use of word process, spreadsheet, presentation, and other Microsoft applications, including Outlook
- Valid California Class C Driver’s License
- High school diploma or General Education Development (GED) equivalent
- Ability to present information in one-on-one and small group situations to customers, clients, and other employees of the organization
- Excellent working knowledge of English and ability to effectively communicate
- Exercises good judgment to prioritize assignments and work in order of urgency and sensitivity
- Proficient in reviewing and editing written documents for grammar and formatting based on established guidelines
- Certification with the State of California as a water distribution or water treatment plant operator desired
- Preferred basic knowledge of water systems and assets
- Basic knowledge of water or wastewater systems and assets desired
- Preferred college education or additional education or on the job related certification or experience in a related technical area
