Job Description:
Leads supervisory and technical personnel to plan, develop, assign, monitor, manage, assess and report on multiple service contracts and capital projects supporting water meter operations. Administers and negotiates contract change orders.
Job Responsibilities:
- Collaborates with City departments and outside agencies on City programs and projects at all stages that involve water meters.
- Performs personnel functions, such as evaluating City and Contractor employee performance, interviewing prospective City personnel, training subordinates and recommending disciplinary action.
- Monitors availability of critical resources and advises on budget and purchasing decisions. Tracks, reports, manages and makes recommendations to senior leadership on each project’s progress (capital projects and other meter projects), dependencies, risks and issues.
- Represents the service line and department at conferences and meetings. Serves as liaison between the City and contractors, consultants and testing facilities.
Job Requirements:
- Requires a Bachelor’s degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
- Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.
- Six (6) years of experience in construction, construction inspection, design, geo-technical, environmental or a closely related field are required.
- Requires a Texas driver’s license and compliance with the City of Houston’s policy on driving.
