Job Description:
The Cluster Payroll Lead is expected to oversee all payroll resources in the Cluster. This includes providing direction, coaching, and mentorship to payroll resources to support a high-performance team environment. This position will report into the Regional Payroll Lead for the North America region.
Job Responsibilities:
- Provide subject matter expertise to payroll team on regulations and practices related to payments, deductions, benefits, taxes and garnishments/court orders globally
- Manage third-party payroll providers against contractually agreed upon SLAs and metrics
- Partner with internal cross-functional stakeholders to ensure that upstream and downstream processes are functioning properly (e.g. HR data maintenance, GL file posting)
- Responsible for day-to-day management of payroll processing for all countries in the North America cluster
- Ensure month end, quarter end and year end payroll returns are complete, accurate and submitted to Government agencies, in a timely manner.
- Create country-specific procedures and policies to enhance and maintain effectiveness (e.g. SOPs, DTPs, Work Instructions)
- Provides coaching and mentorship to payroll resources in the North America cluster to support a high-performance team environment. Sets annual goals and develops effective career and development paths. Encourages continuous learning. Recruits and hires staff, as appropriate.
- Ensure strong internal controls are in place, to achieve “adequate” internal and external audit ratings
- Ensure adherence, monitor, remediate and align compliance responsibilities with stakeholders. Manage, mitigate, and escalate risks on a timely basis
- Provide leadership and guidance on issue resolution, escalation management, and risk mitigations
- Creates and uses metrics to benchmark performance and improve processes/team productivity, plan/execute on implementation of process improvement initiatives
- Support auditors and legal authorities with the execution of required activities
- Support payroll projects and cross-functional projects with payroll dependency
Job Requirements:
- A minimum of 8 years of prior experience in leading payroll processing operations is required
- A high degree of confidentiality, data protection assurance, conformity with J&J policies, procedures, external regulations, and agencies is required
- Language requirements specific to North America or United States of America and Canada are preferred
- Strong knowledge of payroll processing in United States of America is required (processes, regulations, vendor landscape, etc.)
- A Bachelor’s degree or equivalent is required
- Knowledge and/or Experience with the ADP Celergo, ADP GlobalView, ADP eTime, Kronos, Salesforce Service Cloud, Workday is preferred
- Prior experience in a multi-national company, and/or experience in a Service Center Environment preferred
- Strong strategic, transformational thinking and decision making is required
- Prior Experience with payroll processes, procedures, controls, regulations, and compliance is preferred
- Knowledge and/or Experience with Knowledge Management artifacts such as Desktop Procedures (DTPs) is preferred
- Cultural awareness and an ability to work with a multitude of people across North America; Experience in leading cross-cultural teams is a plus
