Job Description:

As a Contracts Manager, you will be a member of the Office of Contracts Management (OCM) and be responsible to lead and/or participate in contract negotiation, contract administration, policy review, and customer contact activities in accordance with company policies, contract and legal requirements, and customer specifications.

Job Responsibilities:

  • Perform complex Special Research Projects.
  • Lead the review and acceptance of complex contractual documentation concerning the Prime Contract that are assigned to you.
  • Provide contractual interpretation, guidance and direction to JPL personnel in adherence with upper management and OGC directives/positions.
  • Exercise discretion and independent discernment to compare and evaluate various methods, approaches, and resources and decide which will best accomplish the necessary aspects of the assignments and projects.
  • Provide for timely and effective customer communications, build and maintain positive customer relationships.
  • Participate in Prime Contract negotiations by researching complex contractual issues that arise during negotiations.
  • Analyze complex, diverse Prime Contract issues, research solutions, and identify potential Prime Contract risks.
  • Research, analyze, and respond to inquiries regarding contract requirements, as well as National Aeronautics and Space Administration (NASA)
  • Policy Requirement (NPR), NASA Policy Directive (NPD), Standard, and Handbook issuances in relation to their applicability to JPL.
  • Lead disposition of complex Prime Contract modifications that are assigned to you.
  • Serve as point of contact between NASA, Caltech, and JPL personnel for issues relating to administration of the Prime Contract and all other contract matters, including institutionally sanctioned positions.

Job Requirements:

  • Confirmed ability to research, assimilate, and apply federal regulations to effectively perform assigned duties.
  • Ability to apply good judgment when making business decisions; and the ability to work with all levels of management and personnel.
  • Extensive understanding, interpretation, and application of the FAR, Government policies and/or other government regulations.
  • Proficiency in personal computer applications and software (Microsoft Suite) in order to execute the work required.
  • Demonstrated verbal and written ability to communicate clearly.
  • Typically requires a Bachelor’s degree in business administration, business law, or related discipline with a minimum of six (6) years of related experience; Master’s degree in similar disciplines with a minimum of (4) four years of related experience; or PhD (including JD) in similar disciplines with a minimum of two (2) years related experience.
  • Ability to multi-task and shift priorities.
  • Experienced in contract negotiation terms.
  • Advanced knowledge and experience in one or more of the following areas: administration of Government cost-type Research and Development (R&D) contracts; prime or subcontract administration.
