Job Description:

This position conducts audits, approves timesheets, processes payroll and performs other related fiscal duties for assigned units within the “Workday’ State Personnel System (SPS). The Department of Human Services (DHS), Headquarters Payroll Office processes all payroll functions for 23 Local Departments and 6 Headquarters Administrations including all of the timekeeping functions for Headquarters Administrations.

Job Responsibilities:

  • Processes manual inputs, adjustments, transmittals, and other documentation affecting DHS payrolls to ensure the accurate distribution of pay to DHS employees and reconciles the payroll register and the payroll summary report.
  • Audits the time keeping, leave and Comp Earnings Balances and process Federal Insurance Contributions Act (FICA) Exempt reports via established timekeeping policies and procedures to ensure accurate leave balances for DHS headquarters employees.
  • Audits timesheets per established auditing procedures to insure leave used/taken is accurate; processes no time entered, un-submitted and un-approved time reports based on time keeping policies and procedures; prepares necessary transactions for modifying timekeeping and payroll records.
  • Performs assorted unit administrative duties, such as but not limited to: breaks down timekeeping reports and timesheets in accordance with established procedures, process verification of employment and retirement forms for any unit as needed; files, mails, order supplies; and process dual employment report from Central Payroll Bureau.
  • Processes regular payroll inputs on a bi-weekly basis by the established deadlines; responds to requests and complaints from outside customers within 24 hours of receipt; audits and calculates overtime and shift differentials as needed with at least 95% accuracy rate; processes special leave types (Employee to Employee Leave Donations, Leave Bank, Accident Leave, Family Medical Leave Act (FMLA), etc.), as related to both the timekeeping and payroll systems, within 24 hours of notification; and performs other related duties as assigned.

Job Requirements:

  • Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.
  • Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.
  • Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.
  • Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
