Job Description:
Functions as the Facility and Warehouse Services (FWS) Business Services Manager (BSM), under the general supervision of the FWS Deputy Director, the BSM administers and directs business support services including facility management, security, repairs, space requests, office moves, and asset management.
Job Responsibilities:
- Manages the Business Services Officers for HHS offices in region 00.
- Establishes goals and objectives; develops schedules, priorities and standards for accomplishing all tasks related to office maintenance, staff moves, space planning, security, safety inspections, vulnerability assessments and disaster support functions.
- Includes development of procedures and processes to meet agency and customer needs.
- Conducts daily meetings with staff to convey priorities and special instructions, as well as bi-monthly meetings with entire staff to ensure consistency in procedures and service delivery.
- Coordinate’s activities to ensure optimum safety, efficiency, and effectiveness.
- Utilizes the Computer Assisted Facility Management (CAFM) system daily for assigning and tracking completion of work orders.
- Also utilizes CAFM for receiving and reviewing safety/security concerns from local offices; uses the Security Incident Tracking (SIT) module in CAFM to assess severity of situation, determine if Incident Management Team (IMT) involvement is required, and initiate actions such as increased security guards, safety planning, or no-trespass notices to individuals posing a risk to staff
- Direct management of the Business Services Officers within their assigned region.
- Develops and approves schedules, priorities, and standards for achieving unit responsibilities; manages performance evaluation activities for all unit staff, including merit awards and any needed disciplinary actions.
- Conducts regular unit meetings and communicates information to staff to assist them in the completion of daily activities and assignments.
- Organizes, trains and develops staff to meet operational requirements.
- Responsible for approval of time and leave requests.
- Exercise’s problem solving and conflict resolution skills.
- Reviews and edits job descriptions for audits and job postings, conducts interviews for the selection process, manages the hiring and firing process.
- Monitors employee work tasks to ensure timely and successful completion. Coaches and mentors’ employees for safe work practices, efficient task completion, and quality customer service
Job Requirements:
- Considerable knowledge of local, state, and federal laws and regulations relevant to business services, facility operations and contract management.
- General knowledge of the programs of the Texas Health and Human Services agencies.
- Knowledge of the principles of effective management, to include organizing, coordinating, planning, scheduling, and implementing initiatives.
- Skill in both written and oral communications.
- Ability to plan, assign, and effectively supervise the work of others.
- Ability to exercise sound judgment and make independent decisions in accordance with established policies and procedures.
- Ability to identify problems, develops and evaluates policies and procedures, and implements effective solutions.
- Ability to develop clear and concise reports.
- Skill in the use of standard agency computer hardware and software such as Microsoft Office Suite.
- Skill in the use of agency applications CAFM, SCOR, and CAPPS for oversight and management of tasks, contracts, and personnel.
- Ability to establish and maintain effective working relationships with customers, staff, peers, management, and external contacts.
- Ability to establish program goals and objectives.
- Ability to manage multiple tasks requiring flexibility in work prioritization.
